Володимир Боруцький 1979 року закінчив Львівську консерваторію ім. М.Лисенка та Ленінградську аспірантуру по класу валторни та ударних інструментів.
Після закінчення консерваторії був направлений на роботу в Хмельницьке музичне училище викладачем по класу валторни та ударних інструментів, де працює по теперішній час.
Володимир Семенович виховав багатьох музикантів, які працюють в межах України та за кордоном. За час роботи підготував 250 спеціалістів, 40 з них закінчили і навчаються в консерваторіях України та за її межами. 45 випускників отримали вишу освіту в інших навчальних закладах України. Багато з них стали Заслуженими артистами та працюють викладачами в консерваторіях, музичних училищах та музичних школах. З них: соліст Одеської національної філармонії Заслужений артист Грузії С. Апостол; Заслужені артисти України П.Кукуровський, М.Москалюк, В.Бабич, викладач Львівської консерваторії В.Сула.
Володимир Боруцький бере активну участь в наданні практичної та методичної допомоги викладачам дитячих музичних шкіл міста і області, а також в розробці методики викладання гри на ударних інструментах, є наставником викладачів по класу духових та ударних інструментів.
Велике місце в роботі викладача займає підготовка студентів до вступу в вищі навчальні заклади, та до участі в республіканських та міжнародних конкурсах.
За рішенням атестаційної комісії музичного училища 1995 року Володимиру Боруцькому присвоєно звання "старший викладач" і вища категорія викладача по класу валторни та ударних інструментів.
Довгі роки Боруцький В.С. працював художнім керівником і диригентом духового оркестру училища, який протягом 28 років обслуговував місто й область. Духовий оркестр брав участь у святковій програмі під час проведення Олімпіади-80 у Москві. Як кращий оркестр серед музичних училищ України духовий оркестр училища сім разів був нагороджений грамотами і дипломами Міністерства культури.
Володимир Семенович Боруцький - вже понад 12 років є художнім керівником і головним Диригентом муніципального духового оркестру міста Хмельницького. Під його керівництвом оркестр здобув звання лауреата Міжнародного та Всеукраїнського конкурсів, колектив відомий не тільки на Поділлі та в Україні, а й за її межами.
